The Penamur Commonwealth was formerly a government of a small cluster of star systems within the Ascemi Sector of the Helathyr Empire.
The Commonwealth consisted of 11 species that occupied 17 star systems and inhabit 23 planets and satellites.
When the Helathyr Empire expanded into the Penamur region, the Commonwealth was offered sovereignty in exchange for the majority of its resource-rich territories. As a result, much of the Hurag, Pya'ghin and Yuvo planets and satellites were absorbed into the Empire. The Helathyr also offered membership to the Empire's Sage Council in exchange for assimilation and the Pya'ghin, Vas-Kal and Gixen accepted that offer, although only the Vas-Kal remain the most active and dominant member of the Sage Council.
